On April 17, 2026, the Laguna Board of REALTORS® (LBOR) held its 102nd Membership Meeting at the Rivian Theater in Laguna Beach. The sustainable venue reflects LBOR’s Green Business Certification and served as a fitting backdrop for a housing discussion with Orange County Supervisor Katrina Foley.

During a Q&A session with Ron Reys of the California Association of REALTORS®, Foley addressed the hurdles of developing entry-level housing for young families. She expressed concern that if local jurisdictions fail to get its housing plan certified by the state, developers can bypass local zoning and density limits to build projects. Regarding local constraints, she acknowledged that while Laguna Beach must meet housing targets, the city lacks the land and infrastructure for significant expansion, noting that placing high-density apartments within existing residential communities is not a viable solution.

Foley further advocated for Regional Housing Needs Allocation (RHNA) mandates to be managed at the county level rather than by individual cities to better account for land-use complexities. While highlighting the need for progress, she noted several slow-moving developments, including the Laguna Niguel City Center, the Westminster Mall redevelopment, and various church-based projects in Santa Ana and Buena Park. Ultimately, Foley stressed that advancing the general planning process is the key to accelerating Orange County's housing supply.
